Morrowind feel again is my guess.
Morrowind: Every dungeon felt unique and could have a unique treasure. The cultural feel was breathtaking. Everything was just perfect.
Oblivion: Level scaling KILLED any sense of achievement, generic boring world, generic dungeons, generic characters, bland, impersonal, dull... i could go on.
I think Bethesda has learned alot from Oblivion and wont repeat the same mistakes. Skyrim has that cultural feel again, unique dungeons, a challenge, reduced level scaling, incredible voice acting, revamped skill/ability system , added perks (Great choice imo).
I asked a similar question regarding level'd loot. I don't know if this is quite what you were asking or not. Just in case it was and you missed it, here:
Does enemy loot get better as you level? For example, in Morrowind bandits will always have fur/leather/iron armor no matter what your level is. By the higher levels of Oblivion its Daedric/Glass galore...
More like morrowind. Bandits have the outfits they [w]ear since i first started. Mostly everyone. You get the occasional bandit leader or something of the sort that has better armor, but it isnt anything like eleven, or glass so far.
Note: I believe ramrod said he was about level 28. Thus, having bandits and "mostly everyone" not having level'd loot sounds like Bethesda has gone back to the good ol' Morrowind days in that regard
