That's why everyone needs to live in the USA. If you live anywhere else, you get [censored] versions of things that don't work, sound funny, and might not even be delivered to you because nobody at Bethesda, Valve, or any other publisher is smart enough to figure out the region locking laws.

By all rights, the English version should be available everywhere right now. The fact that it isn't is probably just idiocy on the part of someone that isn't a lawyer but should be.

I agree with English being a standard for everyone who wants to play. DLC shouldn't be locked due to language barrier, but you can blame pirates for that. Travelling in China was the most horrid thing for a gamer. Street stalls selling "The Great Older Books Version V: Skydream"? That's why you wait.
But saying everyone should live in the US? Uh, no. You should probably re-write that to say
North America.Canada gets English DLC that works JUST fine. If you live in Quebec, you get English and French. ALSO WORKS JUST FINE.
Also, translation requires $$$ and time, not to mention a team of devs who are multi-lingual. If you have a problem with the system, apply to Bethesda as a translator or PR representative for Brazil.
