I'm originally from Ohio, found out me and the Dev Robert Lee grew up not very far from each other. Been all over, now I live in south Florida.

Yes. That's how parlimentary procedure works. Someone proposes a motion, the someone else has to "second" or agree with the motion. After a motion is seconded, it it usually brought to the floor for a vote.
