The idea that the empire 'needs' to put down talos worship or otherwise the thalmor will invade is a false one. The thalmor will invade as soon as they are ready. Talos worship doesnt enter into it. If they had the ability to invade today they would do so, regardless.

Cow, Skyrim would be defenseless against the Dominion on it's own. The waters are only a little cold and easily navigable, and the Thalmor have a powerful navy presumably, Summerset Isle being an island nation. Skyrim's mountain ranges don't offer that much protection either especially not when the most major cities are so accessible to naval invasions.

Put bluntly; Skyrim without the Empire is doomed to fall to the Aldmeri Dominion.

Empire would abandon Skyrim in heartbeat if Thalmor were to make a move. They are useless.
