The truth is, we will probably never know all the details of the exclusivity deal between Bethesda and Microsoft. For all we know, Hearthfire was NOT exclusive to Xbox, and instead, Bethesda just wanted to stagger it on different platforms. Or, Bethesda and Microsoft changed or expanded their deal to include Hearthfire.
As I said before, while we may never know the details of this deal, ask yourself this, is a $5 dollar DLC profitable enough for Microsoft to justify paying Bethesda for an exclusivity deal? My educated guess is, no, it isn't. $5 DLC is not going to make Microsoft a lot of money or profit, and that is the whole reason why Microsoft and Sony pay for exclusivity deals, so they can make more money.
