Gameplay is not wholly about being a werewolf, therefore buffing lycanthropy is not a necessity.
I can agree with you that werewolves are underpowered if your example is indeed an accurate account of things. Considering the fact that you're level 24 and only put 14 of those levels towards health (240 - 100 = 140, divide by 10 = 14) you haven't put all of your points into health and only some into stamina. More like half and half. In other words, you're squishier than you think. A lot squishier. Is Adept higher than Expert? I play on master and I get one or two-shotted by anything that is the trash mob version of an enemy. Hell, even mudcrabs kill me fully buffed.
Anyway, in the off chance I'm wrong and you actually do have a valid point, yes, it appears that werewolves are quite impotent as is. I believe the intent behind werewolves is to have them be beefy powerhouses of murderous slaughter capable of tanking dragon breath and going tooth and nail against the giant lizards, not puny little whelps that get killed by every bandit or mudcrab who wanders along. Why the lack of beefiness?
