The company is American, and face it. Nakedness would rile up half of the media over there, and for some reason nakedness is a bigger taboo than murder in games or movies

(ironically, America got the biggest porm industry).
Companies like CDProjektRED can do it, but they're Polish after all.
To be fair, it's mostly because when entertainment (movies, TV shows, games) in America were introduced, they were "Fun for the entire family!". Unfortunately, this stigma has carried on -- pormography requires a legal age limit to purchase and is generally "taboo" here, especially among the older generation.
Violence, however, holds very little sway over dictating media because of the strong military sense in our country (i.e. civil, world wars, vietnam, etc.) that many of the people who actually come up with the rules were exposed to. I'd even go so far as to say that many Americans feel that it is "important to introduce the horrors and realism of war and violence to teach our children a strong moral lesson".
[censored] are just a distraction from the real "morality" America is attempting to portray on its youth. Killing babies = no, no. Violently disposing of someone who has wronged you? Well that's perfectly fine, if distributed through the proper medium.*
*It also has a lot to do with Anglo-Saxon religious beliefs, which held ideals that founded America.
(This is strictly my opinion, and I do not agree with it, just thought I'd give you guys some insight)
