They don't hate magic. It's also stated that they work very well being able to switch between "bow, sword, spell or shield at will and adopting their tactics to the battle at hand." This is given in the guide's description of Redguards. They may work better as warriors, but it also states them working well as mages, or even battlemages at that. The game is designed so you can be anything, so there is no reason why it wouldn't work or make sense. Just because one Redguard from another game didn't like magic, doesn't mean ALL Redguards dislike magic.

Those official guides are written for the game after the game is set. It's nothing about lore. The guide solely describes the gameplay. If Bethesda swap the race bonuses of Dunmer and Redguard, the guide would gladly use the same words but different races as well.

2 cents worth:

Imps don't have the Speechcraft bonus anymore because. . They clearly DON'T have it anymore. They lost the ability and that's why lost their grip on the world. The empire is dead man; just accept it and join the 'Cloaks!

On a related note, Vladimir Kulich ("Buliwyf" from 13th Warrior) voices Ulfric; this alone is enough to justify Nords having superior Speechcraft! Ve pfight owt uff LUUFF! Ve bash skulls for LUFF uff owr PEEPLEZ! (Aside, to his aide: "Hooww'd eye dooo?")

Redguards having magic. . . Well that's a change, but one suspects, as was noted elsewhere, that it was done because fewer skills exist, so duplications were more common (especially between Reguards and Orcs), and racial attributes needed to be balanced for play. If one wanted to mod the ruleset back to what it was: the only real defining attributes in ESV for 'Guards that would have survived the Great Skill Kill would have been RGs being 1H users and. . no athletics. . hmmm. . What to add, what to add? Guess they decided to buff magic instead. . .

BTW, in terms of duplications, the big diff for Orcs' and Redguards' in the past was always that the 'Guards went ++SWORD (Long Blade) and ++RUNSPEED (Athletics), while the Orcs were Armorer/Smithing and Block focus (with Axe only a minor, +5, bonus). BOTH were Heavy or Medium armor wearers. IMO, their abilities in the past (esp the berserker/adrenalin powers) always seemed REALLY similar, at least in ES III and IV. Take away Athletics and they are far too similar for character variance, rules-wise. Once Athletics was trashed, something had to give. . .
