You resort to insults... typical. What stops the Kings from fixing some of the buildings, they seem to have a few extra guys that could repair a little? The thugs don't attack the Kings. According to you it makes even more sense for people to go to the Cerulean area, because Kiernan keeps the thugs away and she doesn't have a problem with the rest since she's on a humanitarian mission.
The Kings are hard pressed to keep what little order there is in Freeside, they don't have the time or the resources to do anything else. That gives House all the leverage he needs to enlist the Kings. My point all along is that rather than ignore the Kings and kill them for unwittingly doing something he did not like, he could and should have recruited them himself. As House needed nothing from them that did not have a direct benefit for the Kings, it wouldn't have been hard to do.
Why would House need to have lobby when he obviously was the best at what he did? Why would House want to control the NCR's industrial policies or the OSI, he only works with the NCR when he has to. Otherwise he only needs the people from the NCR to come to Vegas and spend their money. What do you mean he doesn't talk to others? He set up the Three Families, hired scavengers to search for the Platinum Chip, and also formed a treaty with the NCR. Those are only the dealings we know about.
House's goal is to get mankind back to the scientific and technological progress that they had in 2077, and then move forward. The money is only a means to an end, he wants it to hire trained scientists, engineers, and machinists as well as buy the machine tools, electronics, and other finished goods he needs to build the factories and research facilities that will bring his dream to life. The NCR just happens to have the only heavy industrial base and education system available to House for the forseeable future. Lobbying in Shady Sands would...like it did in Washington when there was a US...enable him to do two things that benefit him, frustrate attempts by rivals in the NCR to use the System to interfere with him, and to manipulate NCR industrial and scientific policies in ways that benefit his goal. But doing that will need him to talk to people as equals, something he is completely unwilling to do. The Families? Employees so far down the chain they don't even know House has a larger plan, much less what it is. The scavengers? Mercenaries paid to perform a task then forgotten once they succeeded. The Treaty? The only significant communications the NCR was ever allowed to have with him. Cutting a deal with the NCR has a lot of advantages when it comes to the Plan, but the deal killer for House is that as a NCR citizen, even as a major Power Player in Shady Sands, he won't be the Supreme Autocrat and will have to put up with people who are not subject to his will and can question or challenge him. His pride won't allow it so working with the NCR is not an option for him.
That, I think is the big problem I have with House fans....they either cannot see or refuse to admit that he is motivated mainly by Pride. In that respect, he is very much like Caesar, both are obsessed with thier place in history and making sure the future is cast in thier image. House's future is certainly more attractive than Caesar's....I'd rather have my grandaughter flying a starship and battling aliens over Alpha Centauri than paraded on a auction block on the Strip...but it's thier future and no one will have a say in how it will unfold while they are alive to prevent it.
The people of Freeside are going to continue with their addictions until the dealers are taken care of, the dealers aren't going to simply lose their costumers.Most children that grow up in this enviroment are going to follow in their parent's footsteps. The Followers are overburdened after the NCR is expelled from Hoover Dam, I doubt they could spare as many you think House needs.
Not everybody in Freeside is jetting...in game there is only one chem dealer that I've run across in Freeside (Dixon). As there are no organized drug gangs in Freeside, once the security situation is stabilized the problem can be attacked from both ends by finding work for Freesiders so they have better things to do than zone out on chems, and "encouraging" the chem dealers to find a more productive line of work or leave. An object lesson or two can be made, if necessary. If they try to form a gang to protect themselves and continue to sell they then become a threat to the Kings and I doubt the King would be inclined to put up with a rival gang on his turf.

Pacer hates the NCR and wants the Kings to drive them out of Freeside, which is ironically enough the one way that House can be convinced to spare them. His jetting is problematic but he would be a useful ally for House to use to influence the King. "The Enemy of my Enemy is my Friend".
If it isn't important to keep the NCR out of Freeside, then the Kings would be punished, they would be an example of what happens when you make poor choices when dealing with Mr. House. If it is important, then House all of a sudden becomes short-sighted? Are you saying he isn't short-sighted or he is?
I'm saying he is being short-sighted. If it is important to keep the NCR out of Freeside, then why does he ignore what goes on there? The Kings did not make a "poor choice" when dealing with House, House never made them an offer to begin with.....that's my point. Why not enlist them as proxy fighters to secure Freeside and keep the NCR from gaining a foothold there for him? Making them a unofficial fourth Family and covertly providing them with the means to rule Freeside unchallenged benefits House and the Kings....not to mention the Freesiders themselves.
Of course I know the monorail doesn't connect to Freeside, but if didn't you notice, it does connect to Vegas. In case you didn't notice some more, House is in Vegas. If the NCR can't use the monorail, then the only way in is through the main gate in Freeside. Therefore House can shut the NCR put by holding the main gate. That way there is only one entrance to Vegas out of the previous two. Did I make myself clear now?
Oh, I understood what you meant, what I don't get is how it is relevant to what we're talking about. As I've said more than once, by "shut out", I mean denied political influence in Freeside, what the NCR is trying to get with Maj. Kiernan's mission. It has
nothing to do with denying the NCR physical access to the Strip. House
wants NCR troops and civilians to be able to safely transit Freeside to reach the Strip. Using the Kings to maintain order in the streets of Freeside so Private Parts and Ma and Pa Kettle don't get rolled on thier way to the Strip where the Families wait to separate them from thier caps benefits House and the Kings by giving the NCR Government no excuse to march into Freeside and secure it themselves.
