Yay! Let's pull out the D&D alignments!
NCR - Lawful Neutral - You'll see alot of these guys doing good in the wastes, but the fact remains that the military exists to uphold the ambitions of faceless politicians. The politicians aren't interested in doing good, so much as preserving their office. A noteworthy example is the NCR sending their power-armored elite to protect wealthy brahmin barons instead of common folk who need it more.
Legion - Lawful Evil - Caesar entertains no dillusions about what the Legion is. He readily admits that he intends on building a monolithic military dictatorship on the back of slave labor. However, the Legion follows the rule of Caesar's law. They abstain from chems and other addictive substances, and only attack wastelanders when they have a specific purpose in mind. You'll never see a Legionary killing someone solely for the joy of killing.
Brotherhood of Steel - True Neutral - The embodiment of this trope in the Wasteland. They subscribe to no doctrine but their own, and put as much distance between themselves and the unwashed masses as possible. With their technology, they could do countless good (and evil) deeds in the wastes...but they don't. They hoard, and they wait.
Boomers - True Neutral - A close second to the Brotherhood in terms of true neutrality. They're a close-knit community driven by their fear and xenophobia. They wield countless resources, some of which are capable of great destruction, but use them only to defend themselves from interlopers. Another group with the capacity to do either great good or great evil, but chooses to abide in solitude, instead.
Great Khans - Chaotic Neutral - A band of raiders who abide strictly to the precepts set by their leaders and ancestors. The Khans could be perceived as either good or evil, depending on which side of the NCR you live on. The Khans perceive raiding to be a craft akin to any other - they make their living by robbing caravans, instead of production or agriculture. Therefore, when a Khan kills you, he's not doing it because it's fun, or because he's idle. He's doing it to feed his family, and gain glory for his clan.
The Kings - Chaotic Good - On the surface, the Kings may appear to be a gang of thugs like any other. Upon closer inspection, however, one finds that the Kings devote themselves to preserving the liberties of their members, and of Freeside, in general. They do good, but they flagrantly ignore the laws set in place by the NCR. If the law comes between them and their goals, there will be conflict.
The Followers - True Good - Neither lawful nor chaotic, the Followers devote themselves to bettering the wasteland. However, they're not above using violence to achieve their ends, if need be. Arcade Gannon, a prominent Follower, is of the belief that some people simply need to die if progress if ever going to be achieved.
The Fiends - Chaotic Evil - The quintessential raider tribe. Drug-addled and unpredictable, the Fiends have no qualms with killing whoever stands between them and their next fix. The Fiends ultimate objective is pure, carnal satisfaction. Their lack of any known objective besides causing general mayhem prevents them from being any other alignment.

There are, of course, other factions - such as The Strip, or Freeside. However, these factions vary so much that they can't really be said to subscribe to any alignment at all. Can one really say that Old Ben and Gloria van Graff share any sort of common goal whatsoever, besides survival?
