We need somebody who doesn't support any faction, person or even themselves. hmm...................
Biased? Moi? Never!

NCR is... Well... Mixed.
If we're just going about ideals and goals then I'd say that NCR sort of has the right idea but they fail to support it.
They aren't all "bad people".
But their government is collapsing over it's own weight.
And honestly, all we've seen of Legion is their army.
We haven't seen any Legion towns or villages or how they actually treat their slaves at those places.
So to say that they are instantly "bad people" just cause of what their army is doing to reach their goal wouldn't be fair.
So if we go solely on what their army is doing then yes, they are most certainly less moral people, but evil is a matter of perspective.
And from what I've seen:
House isn't an "evil" person really.
Greedy, sure, but not evil.
NCR isn't completely "evil" either.
What their leaders are doing is wrong.
But the people and soldiers of the Republic are decent citizens.
And Legion aren't evil either.
They have less morals, sure, but their culture is something they've adapted to consider "normal".
Can't blame them for that.
In our present time world there are still tribes which have completely unique cultures.
If we were to compare theirs to ours then we would think they were bat[censored] crazy.
That same thing goes for Legion.
We all live in the real world where most of the time things are just gosh darn peachy.
So I think it's hard for a lot of people to accept that Legion has a different culture and instead just categorizes them as evil without a second thought.
But still, I will refuse to call them good or evil until I've seen one of their cities in either a DLC or a new game.
It's not fair to judge their group solely on their army. (Remember that a lot of armies in our world, present and past, have not always been filled with good people)

But yeah I do think that if Caesars don't teach one who is close to him which he trusts to keep up what he did then I think Legion would fall if Caesar died.
Caesar needs a trainee of some sort.
Or heck, make a bible.
But if he doesn't do that then yeah I think that if he died too early then Legion would fall apart.
