Nice summary, although I still think that it is hard to fit the Fallout (NV) world into this system.
Anyway, I would say that the brotherhood leans more towards the lawful side of the spectrum, as they adhere to a strict code.
After all they are a organisation with military origins.

let me rephrase that, he hung people and sent them to their deaths most (maybe all) were innocent because of a witch hunt terrorizing people to not trust anyone. Sounds like torture to me.
Yet he didn't hang anyone or send anyone to their deaths, just black listed them.
