Not true, SKSE does have its own folder in /Data/SKSE where you drop SKSE wrapped dlls and their configuration files.

In 'Steam\SteamApps\common\skyrim\' you need
skse_1_3.dll
skse_1_3_10.dll
skse_loader.exe
skse_steam_loader.dll
In 'Steam\SteamApps\common\skyrim\Data' you nedd
TESVAL.dll

I guess I should've worded my post better as it dealt with the installation of SKSE, not SKSE plugins.

Actually the TESVAL.dll needs to go in "Steam\Steamapps\common\skyrim\data\SKSE\Plugins
