Lore says werebears are in Skyrim. Bethesda gives us Skyrim, but no werebears. Lore says vampires are x in Skyrim. Bethesda gives us Skyrim, but vampires are y.
So what do they do? Turn "Underworld" into a DLC for the vampire lovers and add unplayable werebears in another DLC.

1: About the Vampires... We didn't knew what Skyrim Vampires were truly like. The stupid Immortal Bloods book could've easily been completely wrong! If you ask me, I do believe they did vampires wrong at first in Skyrim by making them similar to Cyrodiilic but with Dawnguard, they are more unique and more "Volkihar" than "Cyrodiilic".
2: As for Werebears. My only guess is Skyrim Nords manage to scare them away and they flee to Solstheim. As for becoming one... I have no idea why we cannot and that is a problem, if you ask me.
