He's arrogant and boastful in claiming that he will see Ulfric dead yet when SPOILERS the Battle of Solitude occurs, you find that he has given up and that he wants to surrender just to save his life. At least Ulfric faces death with dignity while Tullius acts like a coward in the face of death.

I thought he was a fairly bland, generic, under-realized character.

...Until I completed the Imperial quest-line, and he gave me his 'personal sword' as an end-all reward for having been instrumental in keeping the Empire whole. At which point he handed me a crummy 'Dwarven Flamesword' which he hadn't even been wielding in the previous battle. Then he crossed the line into big poopyhead status.

He AGREES with Ulfric when he says the imperials are not the good guy.
And after finding out he CANT surrender Tullius just says, "So be it".

Maybe the Imperials have a different view about fighting the inevitable.

I interpreted Tuliius' giving up and not fighting as similar to Mede II's response to the Dark Brotherhood. They both knew that the next person to come through that door was not going to be their friend.

As for the whole "he wants to surrender just to save his life," I saw that more of taking stock of Ulfric's character. I don't think he really had any illusions about it working, but wanted to see how Ulfric responded. That's why he doesn't beg or plead or cry for mercy. He says "So be it," like he knew before he asked what Ulfric would say, and had already made his peace with it.

On topic though: Big as his poopyhead may be, I still elect to follow him over Ulfric.

I followed Tullius only because I support the Empire. I chose a side and had to put up with its leaders to meet my own goals.

No one mentions the his overall demeanor towards anyone he doesn't seem to understand is [censored]? I mean all around I can't side with him after the first time. I HATE Ulfric's right hand man(whatever his name is) and always want to kill him but I just cant bring myself to side with the Imperials again even though I think Rikke is awesome. I just think Ulfric has a much more understanding reasonable character. Weird as it may sound he seems like the more moral type character.

I think Tullius is an honorable man, despite sympathising with the Stormcloaks cause I chose to fight for the Empire. While he may be slightly condescending and narrow minded at first towards Nordic tradition and society, towards the end of the CW questline he begins to accept it and even grow fond of it perhaps.
