Only true to a limited extent. Putting in spears would satisfy 50%. Add crossbows and you are up to 80%. Add throwing knives and axes and you get to 90%. Most people understand the difficulties involving whips and chains (animating them, that is), so flails etc. are not really a big issue. Other requests are outliers.
What's the difference between these two? No sarcasm intended, I honestly want to know.

Actually, isn't a Chain Mace a 1-Hand Flail while a Flail is basicly 2-Handed?
Personally, Chain Maces are just a type of Flails so I prefer to call them Flails unless they are different in that (^) way.

Flails come in many shapes and sizes, sure. But the latter you described is still a flail.
