Most definitely. Norseman are easily the strongest influence on the background of the Nords. But...
The woad face paint and the Stormcloak armor is straight out of
Braveheart.
The overall political situation in Skyrim with regards to the Imperials is much more akin to southern Germanic tribes than anything the Scandinavians ever experienced with regard to the Roman Empire.
Also, the tactics the Stormcloaks use are far more "Germans raiding the Romans" rather than Norseman doing their thing. Or, again, Scots vs. the English.
There are a lot of clearly Scandinavian names. There are a fair few names that are definitely more Germanic.
Just to throw another wrench into the works, take a look at Whiterun and Markarth and tell me they're not suspiciously reminiscent of the look of the Rohan forts/towns from
The Lord of the Rings, which gives you a nice Anglo-Saxon angle.
Etc. I could go on. Viking is definitely the dominant theme, but there are plenty of others, as with a lot of the races.
