I couldn't give a specific number. I can tell you it's not in the top 10. I'm not personally sure it makes the top 10 RPGs for me (A category that's otherwise heavily Bethesda). The major reasons why:
It has atmosphere, but not personality. I can't even name the woman who blacksmiths right insie the gate at Whiterun, despite talking to her nearly every day. I know her dad is the right hand man to the Jarl. But other than that, she's just a person to sell crap to. I can name a large number of characters in The Witcher, which I've played less, had shelved for longer, etc.
The user interface needs to be preserved in the Smithsonian, so that future generations can learn what a UI should never be.
Character interactions are extremely dry. Conversations are where you define your character's personality. Too bad Skyrim pretty much consists of options that are "tell me more" and "don't tell me more", with the occasional "I am being a very rude person because Bethesda needed a bad guy option."
Leveling is too easy/unrewarding. I've been over this a bunch, and it's pretty much "levels are too easy to gain (by a factor of 3), 10 points of * is like 3% for me, and that's not enough to change the outcome of a battle, and the perks bore me." Or, you can just sum it up as "I really dislike it in the extreme." Either way, the current system degrades my ability to enjoy the game.
