Have you played San Andreas?
It was often pretty subtle in San Andreas. For vehicles, you were about as good as Tommy Vercetti was in Vice City at the start, but the controls would get progressively sharper and more responsive over time. Concerning weapons, it usually resulted in things like faster loading times for some, a greater rate of fire for others, and the ability to dual-wield some weapons, like sawn-off shotguns and Tec-9s. You never really started at a disadvantage, you just gradually got better.
I imagine it will be the same, which is good. I liked that aspect. I also liked the weight system, but I doubt that is also back.
Well, in SA, they didn't make you a horrible driver, the skill meter for transports was more less a point of access meter, and with some things having perks, not sure what cars or boats or planes had as perks for increasing the skill, but motorcycles were more less likely to fall off of when you spin to fast or crash.
As a long time fan, I'm really hoping they bring back Fernando Martinez, he's probably one of my favourite DJ voices in the series.

I think you guys are forgetting that Vice City and San Andreas came out within a year of each other.
