No they don't. Fallout 3's art design is far superior.
Give an example. inb4 Dunwich and anything related to Lovecraft.

Off-topic but I honestly wish they'd just use the same resources to make FO4.

I don't see the dire need to have top-line graphics all the time. Likewise, they'd have more time to focus on content rather than graphics. Finally, there's a user-mod to link the world's of FO3 and New Vegas. If FO4 used the same resources it could be linked up too.

Knowing what IGN are like, i'm going to predict the following as far as TES is concerned:

Skyrim - top 5
Oblivion - top 15
Morrowind - top 30
Daggerfall - not on the list
Arena - not on the list

-

Morrowind and Daggerfall are the only two that deserve to be in the top 10. Skyrim arguably shouldn't even make the top 100, but at the very least should be outside the top 50.
Looks like my predictions weren't far off then.

Pretty awful top 10 from IGN as expected. I don't think any of those games deserve to be there.

I agree, Skyrim should have been fifteenth. I...can admit I like fallout 3 better, so I thought it deserved its place...screw the rest.

"Allow me to make a totally illogical statement that claims one game has superior art design to the other even though they utilize the EXACT SAME VISUAL RESOURCES and offer absolutely no evidence whatsoever to back up my statement."

Or...

Desert wasteland + green tint = amazing 10/10 art design
Desert wasteland + orange tint = horrible 0/10 terrible art design

You don't need to innovate to succeed. Only improve on what you have. Despite how Obsidian reused lots of stuff from F3, they vastly improved on everything and I'd rather a Fallout 3.5 that is superior to it in every way than a successor that is completely alien and starts from the ground up. It's unnecessary and costly.

No, Fallout 3 has so many buildings, therefore it's SUPERIOR.

MAJESTIC! Also, how the hell is it still standing? Is it that resistant to nukes or are nukes made in China really bad?

So what you're saying is...

New Vegas should've put the Washington Monument....in Las Vegas?

Those "exact same visual resources" depend very much on how they're arranged. (kind of like the same block of clay will give different results from two different artists). The capitol wasteland (especially the city) is incredibly well realized, and visually interesting. Yes, so are some bits of the Mojave. But (probably due to the FO:NV people going for greater "realism" and "logic"), overall it's more plain.

I agree with Kiralyn. The Mojave is rather bland and boring and not fun to explore. F3 was the polar opposite. DC was an exciting warzone but still had bits of Mojaveish stretch to prevent it from being an MW3 cluster [censored],
