Where did you hear this? Because I'm fairly certain that this isn't true. Allure is just a bonus kind of like the black widow perk, or lady killer; well.. Maybe those might not be good examples, since they were the "I win" buttons for persuasion, but I believe the principles still apply.
Well, when I looked at the perk tree posted, it put Allure as the first perk on the "Merchant" branch... hopefully it's just an offshoot mistaken-for-prereq.
People are whining because some perks require the full set of armor?

The complaints are about having to wear a full suit of
Light armor - Unless Light Armor is defined as "Anything that isn't Heavy Armor" (Robes, clothes, empty item slots, etc.) for the purpose of those perks, we are more encumbered and tire easier in our
birthday suits than a full suit of Glass or Hardened Leather Armor.
