I can't remember the guy's name who was speaking about the power of God's being based on their worshippers/followers. But the key words here are theory and theorized. It does seem more like the character who wrote this book was pretty much guessing. Althought major Aedra and daedra with more followers are generall more active in the mortal plane, maybe because having more followers makes them want to be more active.
