Not if you're a PS3 customer. Then its just sad.
How hard is it for a billion dollar company to hire someone who can program PS3 code?
I don't think its easy at all, especially when you keep relying on the same broken underlying technology. At this point the largest portion of blame for that difficulty is Bethesda. After so many titles with the same issues to continue on with the status gamebryo and keep on selling broken product...
If we even believe they are really working with Sony then I think its going to be many days late and far too many dollars short. The time for that was several years ago when, likely, 4j studios said something to the effect of 'Hey you need to make some changes to this engine if you are going to use in on the PS3'
Further, please don't say "Oh well its the publishers fault - lets blame Zenimax". Nope, you can lay the blame right at the developers feet. They know better than anyone what the capabilities of the software and the platforms are - they need to blow some whistles and show some integrity. Even if they personally don't get to make every command decision they are still cashing the paychecks we customers have written.
