OK Ive been with the series since daggerfall, but Ive never even heard of werebears in the elderscrolls lore (outside of a joke of course). Im really starting to think someone played a very complicated joke on you all
They're encountered in the novel "The Infernal City"(which is canon) by Greg Keyes.

wait......are you talking about the novels? that explains it -_-' hate to break it to you all. but books are books and games are games. go by the game lore alone and this could have all be avoided. to put it simply, were-bears will never be IN game, only in books

I thought werelions was Elsweyr's most common lycanthrope?
Elsweyr and Cyrodil. Werewolves are all over, but each provinces has one or two that are more common, except weresharks

They must have asked him to write A book not write what they want him to put in it.

Werebears were also discussed in the book "On Lycanthropy" which was correct on its account of Werewolves and Wereboars.

Werebears are mentioned in the ingame book On Lycanthropy, although the author admits he never has encountered one. He does mention several other lycanthropes though, some confirmed to exist in other sources (such as Valenwood's Werevultures) as well as others he hasn't personally encountered but says his peers have (such as weresharks).

Also, it seems the events of Infernal City are canon, considering some of them are addressed in Skyrim, which points to werebears being real in both the books and the in-game lore.

So if im understanding this correctly......your all complaining about something that is a BOOK (that was written by someone OTHER than beth) that isnt included in game? if this is indeed the fact....then this is kind of ridiculous. OK, This was a GAME series way before it was a book series. Not the other way around. I have a rule for games that have novels written about them.....ignore the novels in the lore of the game. this clears up any confusion when the developers ignore it to. which will happen nine times out of ten.

Also, the fact that the ingame book admits that he had never seen them, just puts them as myths in my opinion. werewolfs have been in the series before, and will continue to be. TO be honest, when everybody started talking about this I had top google what a "werebear" even was. And do you know what came up? dungeons and dragons......not elder scrolls -_-

I agree with REL_Dovahkin. All lore, whether presented in novels or games all make up the background of TES and is all relevant. Everything can't be put into the game, that doesn't mean that what is left out has ceased to exist. Gameplay and lore segregation is often unavoidable.

In- game books are not always correct. They do not really count unless beth decides them to be offical lore.

We have seen enough evidence to determine that this particular book is correct in its content.

In Skyrim there are Dunmer refugees in Windhelm that say something like "After Red mountian erupted they fled to Skyrim since Morrowind was unhabitable" it erupted in "Lord of Souls". So don't be giving me this bs about novels having nothing to do with the ingame lore

If they didn't write the lore then how would they back up there game?? Why would they write bunch of lore and not use it? That's like cooking food and then throwing it away.
