I think to many people here are a little extreme.

1. If he is just admiring her, or has a crush on her it would probably be best to confront him about it. Not you know... kill him.
2. If he is harassing her, once again confront him, and if he doesn't stop maybe punch him. Murder him? No...
3. If they are seeing each other, well [censored] just kick her out of the house and divorce her. Once again murder is a little extreme.
4. If he is admiring her, you could always invite him over and ask if he would be interested in a three way that may or may not involve calipers.

Or I could turn Drakes 'Find Your Love' song all the way up when I catch the two together and id just give her this look that says she's so [censored] up but it looks all dramatic and sixy on me and shell be like wait don't leave me and then alduin starts attacking and I'm all like get inside cause while I feel like I hate her I want her to be safe and as dragonborn its my duty to face evil till my end and so shell be crying and I unleash hell on alduin and he nearlly tears me apart and she tries to save me in some stupidly insane love guilt induced burst of courage and alduin almost tears her apart but I shove her out the way and I am fatally wounded but I kill alduin with a sword in the skull and lightning arced into the sword. Why not like one of the men you ask? Because, women's garments make you feel sixy.

Dragging the corpse of the admirer down the street, you will search for the torchlight of a guard. When you find one in close proximity, you will be forced to scream like a prosttute and stab the animated carcass with the most feminine weapon you can find, probably a slender dagger. The guard will come and find the admirer, connecting his assault to the strain of homicides, and go to investigate his residence. If you play the part right, it should be easy since you intimately knew the victim you now imitate, the guard will wrongly assume the murderer was the admirer.

Now, to give things conclusion, murder a man and a woman from each town you visit and leave one of the framed admirer's effects. Don't leave the evidence somewhere that will be quickly discovered, oh no no. You will want it to go unnoticed for years to remove any thoughts of conspiracy. After all, how can a detained man murder people in other villages?
