The fix though is something that has to be done at the 3D/Programming level. They have to add a bone (or bones) to the skeleton that will handle the dual wield slots.
It might not be necessary for weapons that are of different pairings ie: Dagger + sword, Dagger + axe, axe + sword, axe + mace. Those can use their original slots. However, what happens if you have two of the same weapon?
Axe and Axe, where does the other axe go? Sword and Sword where does the other sword go?
There's a bunch of solutions in my mind, but it takes programming on their side to get it done, ie: altering the source code. Plus, the skeletons for all humaniod creatures that support dual wielding, would need to be altered to add the bone(s) that allow for visible dual wielding..
If I know Bethesda well enough, that much work is not worth it for the short term effects. Maybe they'll do it for DLC though, like Horse Armor
