It captured the Fallout world to an extent, it was developed by a company called http://en.wikipedia.org/wiki/Micro_Forte. One of the inconsistencies was in many of the weapons being post WWII, which doesn't match the the http://fallout.wikia.com/wiki/Divergence, of Fallout's timeline. The game itself is combat-centric, and has almost zero RPG aspects (dialogue is restricted to being talked to, you never respond, for instance), and the story is mission driven, although you can still travel the world map similar to the originals, locations are usually the setting of a mission, and are rarely revisisted, though you still can if you want to. http://en.wikipedia.org/wiki/Fallout_Tactics never pretendied to be anything it wasn't, so it was accepted as a spin-off, it's called 'Tactics' and that's exactly what it provides, a more strategic, combat-centric game with a nice twist on the ruleset to that end.
