Any mentions of perks or traits?

Add to that, any mentions about leveling up and skillpoints?

not much, it kind of gives the impression that that side of it will not change much..

Ok so this is what you've said so far:

It looks very similar to Fallout 3 and uses some new art and some old art

There's a new hardcoe mode that addresses many things that were added in mods, as well as a normal mode

hardcoe mode includes :

--- You need to drink water to survive

--- Ammo has weight

--- Healing isn't instant

The storyline involves NCR vs. Slavers (Ceasars Legion) vs. New Vegas residents

You aren't from a vault, but you get a Pipboy from someone who is, as well as a Vault Suit

There are special moves for melee weapons in VATS, for example there's a groin shot available for a golf club weapon called "Fore"

The Hoover Dam is supplying the electricity

There's a quest to rescue a Ghoul from some Super Mutants who can then become a companion

Nightkin and Geckos are back

Ceasars Legion are the slavers and one of the 3 main factions

There's a topless bar in a casino in a town called Primm

There's a Super Mutant base called Black Mountain

The NCR base is McCarran Airport

There's a town called Fremont

Ceasers Legion are based on the Strip

There is a map in the magazine showing locations in the game including Area 51 and the Hoover Dam

The NCR armor is similar to brown combat armor

Your skill levels have a greater effect on the choices you have in conversations.

There's a reputation system as well as karma

There's a grenade launching machine gun

There are both intelligent and dumb Super Mutants, and Nightkin are elite.

yep...worth reminding though that the ammo weight, need to drink and slow healing are part of the optional hardcoe mode and you can have it like fallout 3 if thats what you prefer (hardcoe for me)

Just a few clarifications to the list :

I understood that the Caesar's Legion are HQ-ed in the topless bar, which is what the poster refered to as the "strip" (as in short for strip-tease I guess...).

Oh ok thanks for clearing that up.

So nothing about the fast traveling system huh? Are there any more details not in the list that aren't about minor things like what places look like?

Well, looks like the http://fallout.wikia.com/wiki/User_blog:Ausir/Rumor:_First_Fallout:_New_Vegas_info%3F from a few weeks ago are most likely fake, considering the article didn't mention anything that was in the rumored leak. Well, it did mention Ceaser's Legion and the Hoover Dam, but nothing else. Too bad, those were some very appealing fake details.

Here is a page you might wanna read ...

http://fallout.wikia.com/wiki/Caesar%27s_Legion

It seems they are using storyline and design elements from Van Buren.
That's cool.

I was hoping for mention of a re-design/major overhaul. *shrug*

Only an unprofessional hunch, but I'm pretty sure it get tweaked and adjusted and balanced for a long time. At least I hope it will.

At the very, very, very least I hope the hardcoe mode offers some meaning to it.

Given Josh Sawyers big interest in rules and gameplay systems, I'm pretty sure we'll see tweaks to the system. How big they'll be remains to be seen.

That's VERY cool, considering I never expected any part of that development venture to see the light of day.

Hooray for Obsidian, may they release many dlc's (and hopefully a large expansion) for FO:NV in 2011.

All will be right with the world and once again I shall have post apocalyptic dreams from too many hours of playing Fallout.

Bethesda used a lot of Van Buren elements in Fallout 3 and its DLC, actually.

Anyway I sure hope the Super Mutants sound normal, and not like they have a severe case of lung cancer in this one. I can't imagine why they wouldn't since they've got to be from Mariposa. Also no mention of the Enclave, awesome.

More details:

http://forums.penny-arcade.com/showthread.php?p=13496127#post13496127

- First-person action RPG with the same engine as Fallout 3 (sorry, Van Buren fans).
- Set in the Mojave wastelands. Vegas didn't get many nukes. More intact buildings, as well as desert vegetation. Vegas itself is mostly intact.
- You don't play a Vault Dweller (or descendant of one) but a courier, left for dead and saved by a friendly robot.
- The overarching story is a struggle between the locals, Caesar's Legion (a faction of slavers from the east) and the New Californian Republic. Vegas itself is mostly intact.
- Both karma and reputation are tracked. If I'm reading it right there's separate reputations for each of the settlements, as in 1 and 2.
- All dialogue options are shown to all players, regardless of whether you have the stats to succeed or not, though there's no punishment for failure.
- Bartering is not just lower prices but negotiating for better rewards.
- VATS returns, and melee weapons have special moves in it. The golf club has "Fore!", which is a shot to the golf balls (so to speak) that knocks the opponent down. Weapons also now have knock-back upon death, with shotguns sending mans flying.
- Super Mutants return, but in two varieties - the smarter ones from Fallout 1, and the idiot ones from Fallout 2. On at least one occasion you can convince them to fight amongst themselves.
- New weapons include what appears to be an M4 and a grenade machinegun.
- Followers can be managed through a context-sensitive menu, with orders like "follow", "stay" or "attack".
- hardcoe Mode! In this mode, Stimpacks heal over time (as opposed to instantly), combat is tougher, ammo has weight and you can suffer dehydration, so keep some water on you!

One of the screenshots has a Super Mutant with a blonde wig and pink heart-shaped glasses.

Wasn't there just an infobit earlier telling that skills do affect dialog options? The "explosives" example? Now I'm confused.
