Just because the Empire is around doesn't mean they are infallible in every situation. There are plenty of examples where the might and resources of the Empire had not been sufficient to stop a conflict. However, the siege of Osmium in particular dates to before even Tiber Septim absorbed the lands into the Empire, and well before the Empire as we know it today, even back to the days of the Aylid. High Rock didn't come to be apart pf the Empire until almost 1,000 years later. The 1st Empire had not even taken control of the Imperial province at this time, infact they had been arguably smaller than the Colovian Empire that held the Western portion. They had allied with Skyrim to the North and tried to take Black Marsh and unify the Imperial province, and even flirting with Morrowind. However, they made no real move West until well after 1E950

No he challenged Torygg to one on one combat. Torygg accepted, this is an ancient Nord cultural tradition, If Ulfric kills him he is rightfully High King of Skyrim. Again, they're not compareable to fascism either, considering how fascism is a relatively modern ideology and Skyrim takes place in a world based around the middle ages. I've always thought that the situation in Skyrim is actually quite compareable to the current situation in Scotland (ironic considering your location). The Stormcloaks (SNP) want independence for their people, the Nords (Scots) because they feel that the Empire (the UK) only serves the needs of the Imperials (English), rather than everyone as it should be. Of course, the situation in Scotland will be a peaceful democratic one involving a lot less axes, and Alex Salmond never shouted David Cameron to death, but apart from that...

Yeah I know I really identified with the Stormcloaks due to that. It's probably more comparable to our pervious War of Independence though in the Middle Ages. That one had plenty of axes. Even the geography is kind of similar Skyrim (Scotland) in the far North etc.

Well both Skyrim and the situation in Scotland also have the issue of loyalists who want to remain in the Union.
