What one has to remember is that gaming mags typically have a core segment of readers and when they make these kinds of lists then their objective is to give the readers what they want. The main readers of PC Gamer probably aren't the few remaining dinosaurs who still remember the greatness of the IE games or Planescape - Torment.
On the other hand, what modern action gamer hasn't tried Portal? As it happens, I haven't, but at least I've heard that it's supposed to be great and innovative, even if you don't get to blow things up, cut them into small pieces, or burn them to a cinder. And since I don't get to do any of those things, I'm really not interested in the game at all.
If the author of that list honestly think that Skyrim is the second best PC game of all time then he's literally got [censored] in his brain, but of course he can't say that it's a overhyped game that starts out great but fails to deliver. All the casual gamers who read PC Gamer would get upset, gamesas would get upset, and nothing good would come of what would otherwise be honest journalism. Well, nothing good for PC Gamer anyway.
