I think he is an excellent character. Like Cecliff and Aurora said, he is one of the more interesting characters Bethesda has made in a while. He has a complicated background, with him having been in training to be a Greybeard, only to give that all up to fight the Thalmor in the Great War. Then being captured and tortured, retaking the reach, and imprisoned again, only by the Empire he fought for this time etc... He has powerful motivations, both personal and idealistic. Nor is he a lily white knight, but rather a man filled with shades of grey, just like real people. Plus of course he has Vladimir Kulich's voice FTW! So yes, I like Ulfric very much.
Tullius OTOH feels very flat and one-dimensional in comparison.
And yes, I too really enjoy killing those Imperial soldiers who are dragging off a Stormcloak prisoner. There is something about having been in that situation yourself that makes all of my characters very sympathetic. Not to mention gives them zeal to strike back.
