Well that wouldn't make much sense, since whatever this will be looks to be XBox exclusive, forever. "We want everyone to get the pre-order goodies...but only if they're on XBox."
Absolutely it makes sense, its a Great way to Microsoft an exclusive deal without punishing the masses and depriving us of Real content. If your really super-hyped about having all of the CE kits at once, then you have reason to be upset if you don't play on a 360 - I fully support that. But its a very different thing to dis the entire game and the company as robbing us of Real content, as pre-order packs cannot be counted as a real DLC. There are no quests, no new world or places to go, just some goodies to help new players get off the ground.
I can definitely live without a combined pre-order-pack, and I think most peeps would feel the same. If this exclusive is just for pre-order-pack combos, then I will call this one of Bethesda's better business decisions. Clearly Microsoft wanted some exclusivity, and they got it - without hurting the rest of us. Put this in the light of a Business decision versus that of a player wanting everything , now. We all know that Microsoft doesn't play fair, and in this case Bethseda may have found a creative way to get around an uncomfortable exclusivity agreement without doing Real damage to the title or piss off the masses.
Again its all GECKulation until we know for sure, but I'm going to assume the best and get ready for some serious New Vegas. All this anger and hype over Possible Future Content is silly on this particular day.
