The Dunmer did not all go to Windhelm lol. They seem to be doing pretty fine elsewhere. The Dunmer in the grey quarter are being impoverished and held down by the stagnation of Ulfric's racism to anything and everything non-Nord. Really hard to like that guy...
I would say the Dunmer are NOWHERE even close to the strength they had right before the end of the 3rd Era. I do believe the Dunmer have some kind of of power structure though and there is enough 'evidence' (You know how TES is) to support it being that way as opposed to them being completely homeless and buggered. The Dunmer act like a people that still have a homeland to go back to. Hell in the beginning the Imperial Hadvar(?) says they will send your bones back to Morrowind as if it is no real big deal. IMO Morrowind is still a part of the Empire. Just in a very loose way. The only explanation for the remains of an individual being arranged to go back to their homeland is if that homeland is somewhere that can be reached. So either the empire still has some modicum of control over Morrowind or Morrowind is its own nation. But I am leaping to all kinds of conclusions there.
Btw you call the Dunmer racist but how do you feel about the Nords? They seem worse to me than the Dunmer ever did in Morrowind lol. A very large majority of the Nords are incredibly racist. Kind of insulting to me in some ways as I liked the Nords lol.
Lesson of the day for me? Most of the races in TES are racist to one another. The Argonian Dockworkers in Windhelm are even racist.
Nords are nowhere near as racist as the Dunmer.
When is giving refugees jobs, homes, and walls as bad as persecuting a race to brutal slavery for CENTURIES. The Dunmer deserved everything terrible that happened to them for what they did to the Argonians. No, they deserved WORSE. But the Nords were kind enough to take pity on them.
That's not enough for them, though.
And WHEN is Ulfric keeping them down? Last I checked, they had jobs and homes. They best homes available, actually (besides Hjerim). What, is Ulfric going to kick out the Nords that have been living in Windhelm for generations out to give some refugees better homes?
Ulfric is a manipulative, lying, cheating, treacherous, greedy, selfish, back-stabbing, charismatic, evil, arrogant, stupid, and devious man, but he's given the Dunmer MANY things most refugees could barely dream of having. He values the natives that have lived in Skyrim for generations more than the newcomers, which isn't something to blame him for.
Anyways, I know the Dunmer could go back, and I don't see why they don't. It didn't cost them very much to come to Skyrim, considering they were penniless and running from a volcanic explosion. Maybe they could hope that karma would be generous and gives them another break, so they can demand that they be given more. Or they could crawl under a rock and rot their racist, demanding asses off. Either way works for me.
