I'm with the group that says "That picture doesn't scream 'Skyrim' to me."
Because, well... that picture doesn't scream "Skyrim" to me. And I'm certainly not getting my hope up about any new lands in a DLC. When's the last time Bethesda did that? They've only ever done it in expansion packs. Not only that, but I can't think of one that took you outside your province. Solstheim and the Mainland in Morrowind, and even then it was just one city, or a relatively small island. And of course there's Shivering, but that's a new matter entirely. It was a Daedric Realm, which was something Oblivion was already all about.
So I'm not thinking we will visit any other province. There's just no evidence or precedent for it.
Why did they build in such huge chunks of Tamriel all around Skyrim? Because they knew people would look. None of it is very detailed, and the scale is way off. Most of it is only designed to be viewed from one direction (no texture on the far side). To me, it seems pretty clear that they just put all that terrain in so that people could look around and see that it was there.
Not planning to use it. It's all wrong for use.
